City Council Cracking Down on Elmo and Cookie Monster

The City Council is looking to gain greater control over those costumed characters that roam around Times Square, taking pictures with tourists.

The Wall Street Journal reports Councilman Andy King has drafted a bill to regulate those who dress up as characters and ask for tips.

King says his measure will put a system of “checks and balances” in place, including a licensing system and background checks for those in costume. 

"I am particularly concerned adults are dressing up in kids character costumes and pretty much harassing or even begging for money to take a picture,” King said.

The idea has the support of Tim Tompkins, president of the Times Square Alliance.

"Because they're anonymous in these costumes, bad players are more empowered than they would be otherwise," Tompkins said.

A spokesman for Mayor Bill de Blasio said they’re working to find the best solution.
